Overseas Call centres

Many companies now use overseas sites and workers to carry out their call centre business.
The decision to do this is simply commercial yet should these companies recognise the effects they are having on British employment when they do this? ,do they care?.
Maybe exporting British jobs should carry a tax penalty to make it less interesting for companies to simply ignore their roots and responsibilities.
